The primary goal of the Policy & Procedure (P & P) training module is to make sure all our Firefly Rangers are on the same page about what we do and why we do it. Much of this stays the same from year to year, but some things change. Reviewing P & P Materials in this wiki before attending an in-person training means that at the in-person training, we can focus on experiential learning and discussions about the nuances of policy & procedure in action.

The Firefly Ranger organization has evolved over the years, and is still evolving. Interested learning more about our history or getting involved? See below!

==Origins: Black Rock Rangers==

You’ve probably heard of an event called Burning Man.

Burning man has been around since 1986. The Black Rock City Rangers started in 1992. Created in the traditional sense as guardians and peacekeepers, not law enforcement, they were often search and rescue--“helping lost souls”--and the eyes and ears of the community.

Firefly is a regional burn: smaller, mostly independent events that share philosophy, culture, and often participants. We started in 2003, and as some of the earliest attendees were Black Rock Ranger veterans, Rangers have been a long part of Firefly history.

==Evolution of Safety Cores==

The Rangers were originally responsible for all sorts of safety-related interventions; we had a colored dot system to indicate a Ranger that had additional special skills

Rangers used to be responsible for all safety interventions. Gradually separate cores spun off for efficiency. Now there are multiple Safety Cores: First Aid, Sanctuary, Fire Core, and Radio have all spun off from Rangers.

Together, these cores all make up the Safety Cluster, with a single cluster lead helping coordinate among the cores. Ranger Athena is our current Safety Cluster lead, and the organizer of SFTY3RD, an annual training event.

Any Firefly Ranger (so anyone who has done at least an alpha shift at some point) can join any team. Exceptions will be considered on a case-by-case basis.

You do NOT have to live in the Boston area to be on a team. The vast majority of team tasks are coordinated via email and google docs.

== What kind of commitment is involved? ==
Teams start forming in February, and start working in March to prepare for the July event.

Our goal is that everyone can participate in teams as little or as much as they want, in whichever way they want. You can participate on multiple teams or just on one.

Examples of involvement:
* Help out with a single one-time task such as doing an inventory (Logistics)
* Helping plan a ranger get together (Social)
* Helping update our database as people sign up for and/or take trainings (checking every few days for new sign-ups) (Personnel)

== What are the responsibilities of a team lead/member of the ranger council? ==
Teams will be asked to select a team lead from among themselves. The team lead will be responsible for making sure that team’s tasks get done, and will become a member of that year’s Firefly Ranger Council.

As a member of the Ranger Council, the team leads will be expected to:
* Respond in a timely manner to email about team task progress, ranger policy making, and voting on exceptions to policies.
* Attend occasional google hangout meetings online (less than once a month)

== Why Ranger Teams? ==
Our goal is to create a sustainable leadership structure where responsibilities can be shared and delegated, and everyone can contribute as much or as little as they want.

A little more background: In early 2014, the Rangers underwent a reorganization process. We looked at all the tasks that needed to be done for the Rangers, and grouped them by area. Our general goal for leadership structure is a do-ocracy: we want our ranger leaders to be the ones actually doing the work, hence the Council includes the team leaders.

ALPHAS ONLY: When you do sign up for shifts, your first shift will be as an “Alpha” ranger, where you walk with a mentor. Subsequent shifts will be regular “dirt” shifts.

Note: any "dirt" shift can be a mentor shift if there are alphas who need mentors, you have rangered at least one year, and you are comfortable mentoring.

You will need to have taken training OR you must be signed up for training in order to sign up for your shifts. As soon as we have a training date noted we will mark you as “trained” and send you an email about shift sign-up. (Note the button will still say “Requires: Ranger Training 2017”, try it anyway.) ALPHAS ONLY: When you do sign up for shifts, your first shift will be as an “Alpha” ranger, where you walk with a mentor. Subsequent shifts will be regular “dirt” shifts.

Note: any "dirt" shift can be a mentor shift if there are alphas who need mentors, you have rangered at least one year, and you are comfortable mentoring.

Intro to Khaki is designed to introduce you to the role of Ranger Dispatch or Khaki. After this training you will be able to identify the basics of what Khaki is and does. = Khaki Main Functions: =
Khaki serves all on shifts as the Ranger dispatch. Khaki is always available as a resource to all Rangers on duty and acts as a liaison to other cores and the Firefly Board during that shift.

=== Pre Shift ===
* Arrive 15-30 minutes before the end of the previous shift.
* Meet with previous Khaki and debrief- look through the Ranger Log and get caught up.
* Update the Ranger Log and white board if needed:
* OnComm info: Board, First Aid, Medical Supervisor, Sanctuary, Sanctuary Supervisor, DPW, OOD
* Weather: Forecast for day/shift

* Announce change in Khaki over the radio--especially since change is now mid-shift
* Meet and greet your Rangers 15 minutes before their shift starts
* Note any special skills or assets (e.g. Sanctuary, First Aid, Fire)
* Note any preferences or needs
* Make sure your Rangers are prepared for shift dressed appropriately and hydrated
* Pair up Rangers
* Assign Dirt Rangers to specific locations and cover all parts of the event (e.g. gate/greeters, lower parking, upper parking, forest)
* Write down all notes, Ranger names, skills, assets, and Ranger location assignments
* Give a quick shift briefing and pep talk before sending Rangers on their way
* Dispatch your Rangers to their assigned zones

IMPORTANT: All Rangers need be informed of any issues they should be on the lookout for or expected events while on shift as part of shift briefing.

Shift Start Tips

Pair up alphas with more experienced Rangers.

If left with an odd number send 3 out together or keep one to assist Khaki.

* Check in every hour or so if you don’t hear from your Rangers
* Talk to your Rangers find out how they are doing
* Stay flexible but know where your Rangers are
* You can roam if you have a partner and Echelon is at HQ. Bring the Khaki phone with you.

During Shift Tips

Support your Rangers by guiding them and keeping them engaged while allowing them to practice their art. You are not the "boss", you are the guide. You encourage, care for, and watch over. You let them handle as much as they can. They are not working for YOU, you are there for them.

A great way to check in with your Rangers is to change up their zone, request a specific task or ask them to check out a location. This allows you to discover what they are up to while not dictating their every move.

* Until you have quite a bit of experience as a shift lead, stick to a very calm and minimal radio presence, focus on operational issues

* If need be, put on a show of enthusiasm, be a cheerleader.
* If you are stressed or worried, or detached, so will they be.

Khaki’s skills and experience can be put to good use in any situation. Be it a routine response or emergency Khaki can assist with problem solving and helping find solutions. We have categorized our situations into Routine, Events and Incidents.

== Responding to Routine Situations ==
Routine situations are shift changes, rangers needing to abandon their shift, other heads up or FYI info. Rangers requesting info or assistance in finding a resource or solution is common.

* Offer advice to Dirt Rangers at the incident scene.
* Offer additional resources to Dirt Rangers.

== Khaki in ICS Briefly ==
When ICS is enacted and Khaki is not usually IC, Khaki can be appointed by the IC as part of the General Staff, Operations Lead or Ranger Operations Lead. Khaki’s default roles will be Planning and Logistics on the General Staff.

Planning supports the incident action planning process by tracking resources, collecting/analyzing information, and maintaining documentation.

Logistics arranges for resources and needed services to support achievement of the incident objectives.

Operations Lead manages operations execution to meet incident objectives.

Ranger Operations Lead works with the OL to execute operations execution to meet incident objectives.

IMPORTANT: Any time ICS is enacted and the IC appoints Khaki to a role. Khaki needs to make sure that Ranger shift duties are covered by the KIT, or OOD if available.

=== Enacting ICS ===
Enacting ICS happens on the radio. An incident is reported or escalates to where you believe help is needed from many cores. It is important to let everyone On Comm know that ICS is in effect and to be alert for updates. The ICS structure assumes roles and allows for expansion with the needs of the incident. Anyone On Comm could be called to the incident for support.

* To enact ICS make an All Com broadcast
** “Break, Break, Break- All Com- All Com- We have a Lost child- Repeat Lost Child. ICS is enacted. Khaki Clear.”

* If Khaki is on scene, they would be the IC until someone more experienced arrives at the Incident site and assumes the IC role. If Khaki is not on scene, the person with the most experience and comfort level will assume IC.
** “All Com All Com- Khaki- Current IC is Athena. Khaki Clear.”
* At this point the IC will decide whether to switch channels or not. If IC decides to switch then.
** “All Com, All Com- Athena. ICS will move to Channel 5 F I V E. ICS moving to 5. Athena Clear.”

Trainings are typically offered several times a year. Any seven-hour BRC (Black Rock City) Ranger training will qualify you as having been fully trained for the Firefly Rangers. There will also be several four-hour Firefly Ranger trainings offered in May and June on at least one weekday evening and one weekend.

Your "alpha" shift is simply a shift walked with a more experienced Ranger (“mentor”) or two (Khaki may ask you to switch partners during your Alpha shift), during which you will wear a khaki-colored t-shirt, carry a radio, and do your best at balancing a funny combo: knowing when to stay out of the way of everyone else's burn and how to be available to help others upon request.

After you walk your Alpha shift, the mentors you walked with will meet in conjunction with Khaki (the shift lead) for a brief meeting and then again with you. ==Origins: Black Rock Rangers==

You’ve probably heard of an event called Burning Man.

Burning man has been around since 1986. The Black Rock City Rangers started in 1992. Created in the traditional sense as guardians and peacekeepers, not law enforcement, they were often search and rescue--“helping lost souls”--and the eyes and ears of the community.

Firefly is a regional burn: smaller, mostly independent events that share philosophy, culture, and often participants. We started in 2003, and as some of the earliest attendees were Black Rock Ranger veterans, Rangers have been a long part of Firefly history.

==Evolution of Safety Cores==

The Rangers were originally responsible for all sorts of safety-related interventions; we had a colored dot system to indicate a Ranger that had additional special skills

Rangers used to be responsible for all safety interventions. Gradually separate cores spun off for efficiency. Now there are multiple Safety Cores: First Aid, Sanctuary, Fire Core, and Radio have all spun off from Rangers.

Together, these cores all make up the Safety Cluster, with a single cluster lead helping coordinate among the cores. Ranger Athena is our current Safety Cluster lead, and the organizer of SFTY3RD, an annual training event.

Teams start forming in February, and start working in March to prepare for the July event.

Our goal is that everyone can participate in teams as little or as much as they want, in whichever way they want. You can participate on multiple teams or just on one.

Examples of involvement:

* Helping plan a ranger get together (Social)

==Origins: Black Rock Rangers==

You’ve probably heard of an event called Burning Man.

Burning man has been around since 1986. The Black Rock City Rangers started in 1992. Created in the traditional sense as guardians and peacekeepers, not law enforcement, they were often search and rescue--“helping lost souls”--and the eyes and ears of the community.

Firefly is a regional burn: smaller, mostly independent events that share philosophy, culture, and often participants. We started in 2003, and as some of the earliest attendees were Black Rock Ranger veterans, Rangers have been a long part of Firefly history.

==Evolution of Safety Cores==

The Rangers were originally responsible for all sorts of safety-related interventions; we had a colored dot system to indicate a Ranger that had additional special skills

Rangers used to be responsible for all safety interventions. Gradually separate cores spun off for efficiency. Now there are multiple Safety Cores: First Aid, Sanctuary, Fire Core, and Radio have all spun off from Rangers.

Together, these cores all make up the Safety Cluster, with a single cluster lead helping coordinate among the cores. Ranger Athena is our current Safety Cluster lead, and the organizer of SFTY3RD, an annual training event.

Only after doing nothing will they follow (as necessary) the basic guidelines of FLAME: Find Out, Listen, Analyze, Mediate, Explain. The role is similar to an '''office manager:''' Echelon Rangers are masters of organization, resource and asset tracking. They keep chaos out of HQ.

== Inverted Pyramid: All Roles support the Dirt Rangers ==

Dirt Rangers are the heart and soul of the Ranger Organization. Dirt Rangers are our trained volunteers wandering the event and interacting with participants - all other Ranger roles support them. The Ranger organizational structure can be thought of as an inverted pyramid, with Dirt Rangers at the TOP (along with Echelon), supported by Khaki (shift lead), who is supported by the OOD (Officer of the Day). Everyone is supported by the Ranger Lead and Ranger XO.

The final piece of this org chart is at the very bottom, supporting everything - the Firefly Ranger Council, comprised of each of the six Ranger Team Leads, the Ranger Lead, and the Ranger XO. Lastly, the Firefly Ranger Council is supported by the Firefly Community at Large.

If you are able to do any 2am-6am shift, or any shifts from the Bug Burn onwards (Friday night onwards), PLEASE sign up for these shifts! We always have a hard time filling these shifts, and are very grateful to volunteers who take these on. (We also have a special item of swag for rangers who do these shifts.)

===Calling First Aid/Medical Emergency Protocol===
We will no longer be using "LOGIC-B" in training. Instead, we are emphasizing the need to include location and the nature and severity of the complaint. See the [[Emergencies|Medical Emergency]] page for more information.
===Self-Service First Aid Supplies===
This year, there will be a first Aid kit labeled "Self-Service" at Ranger HQ that participants can access upon request, without needing to call First Aid. See section on [[Beyond the Rangers: other Firefly Cores & Resources#First Aid Core|First Aid.]]
===Khaki shifts now 6 hours instead of 8!===
Khaki shifts will still be offset from general ranger shift change. Khaki shifts now change at 1AM, 7AM, 1PM, and 7PM.

Remember to announce over the radio any time Khaki changes (shift changes, KIT covering, etc.)
