==Origins: Black Rock Rangers==&lt;br /&gt;
&lt;br /&gt;
You’ve probably heard of an event called Burning Man.&lt;br /&gt;
&lt;br /&gt;
Burning man has been around since 1986.  The Black Rock City Rangers started in 1992.  Created in the traditional sense as guardians and peacekeepers, not law enforcement, they were often search and rescue--“helping lost souls”--and the eyes and ears of the community.&lt;br /&gt;
&lt;br /&gt;
Firefly is a regional burn: smaller, mostly independent events that share philosophy, culture, and often participants.  We started in 2003, and as some of the earliest attendees were Black Rock Ranger veterans, Rangers have been a long part of Firefly history.&lt;br /&gt;
&lt;br /&gt;
==Evolution of Safety Cores==&lt;br /&gt;
&lt;br /&gt;
The Rangers were originally responsible for all sorts of safety-related interventions; we had a colored dot system to indicate a Ranger that had additional special skills.&lt;br /&gt;
&lt;br /&gt;
Gradually separate cores spun off for efficiency. Now there are multiple Safety Cores: First Aid, Sanctuary, Fire Core, and Radio have all spun off from Rangers.  &lt;br /&gt;
&lt;br /&gt;
Together, these cores all make up the Safety Cluster, with a single cluster lead helping coordinate among the cores.  Ranger Athena was the first current Safety Cluster lead, and the organizer of SFTY3RD, an annual training event.&lt;br /&gt;
&lt;br /&gt;

Much of the current year-round ranger leadership structure (teams, lead &amp;amp; XO) was came from the 2014 Ranger reorganization committee, which produced the [[Firefly Ranger Charter|Ranger Charter]].&lt;br /&gt;

==Who can join a Firefly Ranger Team?==&lt;br /&gt;
Any Firefly Ranger (so anyone who has done at least an alpha shift at some point) can join any team.  Exceptions will be considered on a case-by-case basis.&lt;br /&gt;

You do NOT have to live in the Boston area to be on a team.  The vast majority of team tasks are coordinated via email and google docs.&lt;br /&gt;

==What kind of commitment is involved?==&lt;br /&gt;
Teams start forming and start working in April to prepare for the July event.&lt;br /&gt;

Our goal is that everyone can participate in teams as little or as much as they want, in whichever way they want.  You can participate on multiple teams or just on one.&lt;br /&gt;

As a member of the Ranger Council, the team leads will be expected to:&lt;br /&gt;

A little more background: In early 2014, the Rangers underwent a reorganization process.  We looked at all the tasks that needed to be done for the Rangers, and grouped them by area.  Our general goal for leadership structure is a do-ocracy: we want our ranger leaders to be the ones actually doing the work, hence the Council includes the team leaders.&lt;br /&gt;

= Overview of the Ranger Echelon Role =&lt;br /&gt;
Thank you for volunteering for a Ranger Echelon Shift!&lt;br /&gt;
&lt;br /&gt;
Your role is to support Khaki and the rest of the Rangers by keeping Ranger HQ running smoothly and effectively, especially during shift changes.  The role is similar to an office manager: Echelon Rangers are masters of organization, resource and asset tracking. They keep chaos out of HQ.&lt;br /&gt;
&lt;br /&gt;
Echelon tasks:&lt;br /&gt;
* Manages radios:  Checking in and out, charging batteries, and troubleshooting problems&lt;br /&gt;
* Give out tee shirts &amp;amp; lams&lt;br /&gt;
* Shift tracking: checks rangers in on schedule, tracks shifts that need to be filled&lt;br /&gt;
* Be present at HQ while Khaki steps away&lt;br /&gt;
* Fields walk-up questions&lt;br /&gt;
* Let Khaki know if they hear a call for Khaki that they do not respond to&lt;br /&gt;
* Help with resources for on shift rangers (map, snacks, water, etc.)&lt;br /&gt;
* Help Khaki with tracking volunteer shifts&lt;br /&gt;
* Resource for knowing Radio Channels&lt;br /&gt;
* Lost &amp;amp; Found Log (and holds onto valuables)&lt;br /&gt;

== Eligibility to be an Echelon Ranger ==&lt;br /&gt;
Echelon Rangers should have good organizational skills and be comfortable using Radios and explaining how to use them to others.  Second year rangers and beyond are very welcome to do an Echelon Shift.  If this is your first year as a Ranger but have a lot of experience at Firefly and want to do an Echelon shift once you have completed your alpha shift, or if you have any questions about Echelon, contact the Echelon Coordinator by emailing the Ranger Logistics Team at [[Mailto:ranger-logistics@fireflyartscollective.org|ranger-logistics@fireflyartscollective.org]].&lt;br /&gt;

== Training ==&lt;br /&gt;
There will be a couple on-site scheduled trainings, but most training is on-the-job, by shadowing another Echelon Ranger.  We suggest reviewing all documentation here and in links at the end, and making sure you have experience using Baofeng BF888 &amp;amp; UV5R Radios before your scheduled shift.  Especially take a look at Firefly Radio Basics Handout: you should be very comfortable with all of this, since you may need to explain any of this material to volunteers.&lt;br /&gt;

== Echelon Coordination ==&lt;br /&gt;
Echelon is part of Ranger Logistics and reports to the Logistics Lead/Echelon Coordinators.  For 2016, the Ranger Logistics Team Lead/Echelon Lead Coordinator is Ranger Spaceman, and is assisted by Ranger Dolphin &amp;amp; Ranger Kerberos (Echelon Assistant Coordinators.)&lt;br /&gt;

== Logistics of the Echelon Shift: 4.5 hour shifts that overlap ==&lt;br /&gt;
Because the shift change is the busiest part of the shift, we ask that volunteers for Echelon arrive 15-20 minutes before the scheduled shift change, and plan to stay 15-20 minutes after the shift change.  So your Echelon shift is actually 4½ hours long, and covers TWO Ranger shift changes.&lt;br /&gt;
&lt;br /&gt;
If you look at the shift check-list, you will notice that a large portion of the tasks are to be done during this half hour overlap period at the beginning of your shift, and then at the beginning of the next shift.  This overlap is so that 1) we have enough staff to fulfill the tasks in a timely manner; and 2) for training purposes, since many Echelon Rangers coming on-shift are likely to not be familiar with the role.&lt;br /&gt;
&lt;br /&gt;
== Echelon Shift Checklist ==&lt;br /&gt;

POWER: If Incoming hasn’t done these before, Outgoing must stay on for these tasks&lt;br /&gt;

❐ Add gas to top off extension tank attached to generator&lt;br /&gt;
&lt;br /&gt;
❐ After filling, if there is little or no gas left in gas can: Call DPW on Radio, say HQ will need more gas [Note time of call &amp;amp; who responded in Echelon log.]&lt;br /&gt;
&lt;br /&gt;
❐ Check/charge deep cycle batteries&lt;br /&gt;
&lt;br /&gt;
❐ Nighttime: turn on lights  			❐ Morning: turn off lights&lt;br /&gt;

Echelon handles t-shirts for all Safety Teams.  Give T-shirts to Safety Team volunteers who don’t already have them, including Alphas.  (If Alphas don’t pass their shift, they will be asked to return the shirt.)  Ask the volunteer what size.  Only 1 t-shirt per volunteer per core they volunteer for.&lt;br /&gt;

== Generator ==&lt;br /&gt;
The generator at HQ is a Honda EU1000i, with an extended fuel tank.  It will need to be running continuously, as much as possible, during the whole event, in order to power the Radio Repeater as well as charge Radio batteries and batteries for lights.&lt;br /&gt;
&lt;br /&gt;
You should know how to start and stop the generator, although you probably will not need to during your shift, as with the extended gas tank we can add to that without turning off the generator.&lt;br /&gt;
&lt;br /&gt;
Near the beginning of each Echelon Shift (after all Rangers are checked in for their shift), you should top off the gas in the extended gas tank.  If you use up most or all of the gas in the 5 gallon gas can while doing this, you should radio to DPW to let them know that HQ will need more gas.&lt;br /&gt;
&lt;br /&gt;
* Refueling generator via extended tank&lt;br /&gt;
** You should not need to turn generator off&lt;br /&gt;
** Open extension fuel container&lt;br /&gt;
** Add gas from 5 gallon gas can; use the funnel to reduce spillage&lt;br /&gt;
** If there is little or no gas left after that, call DPW on the radio to say we will need more gas, and include in the Echelon Log.&lt;br /&gt;
* Refueling generator directly (if needed)&lt;br /&gt;

** Pull Starter grip (like starting a lawnmower).&lt;br /&gt;
** If trouble starting, can turn choke on, and then off when it is started.&lt;br /&gt;
** When the green light turns on (about 1 min), change to Eco Mode ON&lt;br /&gt;
** Now okay to plug in extension cord.&lt;br /&gt;
* Turning generator off (or if it turns off)&lt;br /&gt;
** Unplug devices&lt;br /&gt;
** Engine Switch: OFF&lt;br /&gt;
** Fuel cap vent: OFF&lt;br /&gt;
* If it rains: Make sure generator is covered by a tarp. (Moving not recommended.)&lt;br /&gt;

== Alpha Dirt Rangers ==&lt;br /&gt;

&#039;&#039;Details for those interested in role:&#039;&#039; If you have not rangered before but have been to Firefly and have received training, that makes you an Alpha Ranger!  For your first shift this year, please sign-up in an ALPHA shift.  &lt;br /&gt;
&lt;br /&gt;
During your Alpha shift, you will walk with a more experienced Ranger or two (khaki may ask you to switch partners during your Alpha shift). You will wear a khaki-colored ranger shirt, carry a radio, and do your best at balancing a funny combo: knowing when to stay out of the way of everyone else&#039;s burn and how to be available to help others upon request.&lt;br /&gt;

For your second or third+ shift in your first year as a Ranger (aka: a Shiny Penny), you are welcome to sign up as a Dirt Ranger - you are not yet eligible to be a Mentor, Khaki-in-Training, or Khaki. Please don’t sign up for the shift that starts immediately after your alpha shift - leave at least one shift in between your Alpha shift and your next shift.&lt;br /&gt;

== Dirt Rangers ==&lt;br /&gt;

&#039;&#039;&#039;Summary: Basic Ranger Shift&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;Details for those interested in role:&#039;&#039;  Dirt Rangers are the backbone of the Firefly Rangers. They serve as the eyes &amp;amp; ears of the Firefly Community. They rise from the &amp;lt;s&amp;gt;dirt&amp;lt;/s&amp;gt; mud when needed and fade back into the &amp;lt;s&amp;gt;dirt&amp;lt;/s&amp;gt; mud when they are not. First, and most importantly, they do nothing. Only after doing nothing will they follow (as necessary) the basic guidelines of FLAME: Find Out, Listen, Analyze, Mediate, Explain. They have radios to assist in calling for help when requested and are supported at the event by Echelon at Ranger HQ, Khaki in charge of the shift, and the rest of Ranger leadership.  Dirt Rangers ranger in pairs (or sometimes threes.)&lt;br /&gt;
&lt;br /&gt;
(Really, as this is Firefly, we should be calling them “Mud” rangers, but the name comes from That Thing In the Desert and we haven’t had enough motivation to change it.  Yet.)&lt;br /&gt;
&lt;br /&gt;
First year Rangers are welcome to work this shift after completing their first Alpha Dirt Ranger shift.&lt;br /&gt;
&lt;br /&gt;
If you have rangered at least one previous year, are comfortable mentoring, and there are alphas, any dirt ranger shift can also be a mentor shift--talk to Khaki.&lt;br /&gt;

== Echelon ==&lt;br /&gt;

&#039;&#039;&#039;Summary: Hands out radios, HQ &amp;quot;Office Manager&amp;quot;&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;Details for those interested in role:&#039;&#039;  Echelon serves the Dirt Rangers in the field by staying at HQ, signing Rangers in and out of shifts, issuing radios, T-shirts &amp;amp; lams, managing the current schedule, handling walk-up issues, working with Khaki to maintain the shift logs, managing the power generators, and other general infrastructure support.  The role is similar to an &#039;&#039;&#039;office manager:&#039;&#039;&#039; Echelon Rangers are masters of organization, resource and asset tracking. They keep chaos out of HQ. &lt;br /&gt;
&lt;br /&gt;
Because the shift change is the busiest part of the shift, volunteers for Echelon must arrive 15-20 minutes before the scheduled shift change and stay 15-20 minutes after the shift change. &lt;br /&gt;
&lt;br /&gt;
Please review the Echelon Shift Guide before your shift (there is a binder of information for you at HQ).&lt;br /&gt;
&lt;br /&gt;
We strongly recommend you observe a shift for training prior to your shift.  If you sign up for an Echelon shift you will be contacted about Echelon training.&lt;br /&gt;

We also offer some brief pre-event trainings, such as at SFTY3RD.&lt;br /&gt;

Second year Rangers and beyond are very welcome to do an Echelon Shift. &#039;&#039;Details for those interested in role:&#039;&#039;  Mentor Dirt Rangers walk their shift with Alphas, share and discuss experiences of what it means to be a Ranger, and collaborate with an Alpha and Khaki to evaluate the Alpha’s readiness as a Ranger.&lt;br /&gt;
&lt;br /&gt;
If you have rangered at at least one previous Firefly AND feel you have enough experience to train and evaluate an Alpha, please considering Mentoring during your shift. &lt;br /&gt;
&lt;br /&gt;
You can be a mentor on any dirt shift--just check in with Khaki! However, we’ve specified mentor for one role each shift so we know we have at least one willing mentor available.&lt;br /&gt;

&#039;&#039;Details for those interested in role:&#039;&#039;  Khaki-in-Training (KITs) are just what you would think: Rangers learning to be Khaki by shadowing the current Khaki.&lt;br /&gt;

If you have rangered two previous years and are interested in learning how, please sign up for a Khaki-in-training shift.   You should also take the Intro to Khaki training module offered several times leading up to Firefly and review the [[Intro to Khaki]] materials. &lt;br /&gt;

If you are experienced as a Khaki, you can also sign up for this shift--you will be considered an Assistant Khaki.&lt;br /&gt;

&#039;&#039;Details for those interested in role:&#039;&#039; Khaki serves all on shift Rangers as the Ranger dispatch. Khaki is always available as a resource to all Rangers on duty and acts as a liaison to other cores and the Firefly Board during that shift. &lt;br /&gt;
&lt;br /&gt;
Khaki may change during a shift (for example, the OOD may become Khaki if the current Khaki needs to handle something specific, or a KIT may cover as Khaki temporarily). Khaki may also be mobile as long as there is coverage at Ranger HQ. &lt;br /&gt;
&lt;br /&gt;
NEW IN 2017: Shifts are 6 hours instead of 8!  And still offset from dirt ranger shift change. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Requirements for Khaki&#039;&#039;&#039; include 3+ years of rangering, two previous KIT shifts, and Intro to Khaki.&lt;br /&gt;
&lt;br /&gt;
All Khakis should take the Intro to Khaki training module offered several times leading up to Firefly, and it is recommended to take the Advanced Khaki modules. &#039;&#039;Details for those interested in role:&#039;&#039; The Officer of the Day serves the Ranger Lead, the Ranger XO, Khaki, and all the Dirt Rangers on duty by coordinating the major issues of the day across shifts. All OODs are trained in ICS.&lt;br /&gt;

These roles are filled by experienced Rangers.  Note that they are available as a resource to Khaki and to any other Rangers!&lt;br /&gt;

== Bug Burn Perimeter ==&lt;br /&gt;
&#039;&#039;&#039;Summary: Hippie herder&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;Details for those interested in role:&#039;&#039; During the big bug burn, Rangers help out with forming a safety perimeter to help communicate with participants.  Rangers who sign up for this should plan to arrive in the field, prepared (read [[Other Situation-Specific Procedures#Burn Perimeter|Burn Perimeter]] section) about an hour before the burn is scheduled to begin for important information. This shift lasts until after the perimeter is released and you have debriefed with the Burn Perimeter lead.&lt;br /&gt;

== Blue and Green Dot Rangers ==&lt;br /&gt;

&#039;&#039;Details for those interested in role:&#039;&#039; In previous years, Rangers handled all safety-related situations.  Now, there are other cores to take on many of the roles that Rangers previously held: First Aid (was Medical), Sanctuary and Fire Core.  &lt;br /&gt;
&lt;br /&gt;
The meanings of the terms “blue dot” and “green dot” are in a current state of evolution.  If it gets confusing, don’t worry!  Just ask for clarification.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
The term “dot” generally refers to a Ranger with additional experience and training.  If you have experience in one of these areas, let Khaki know.  &lt;br /&gt;
&lt;br /&gt;
These dot “roles” are simultaneous and secondary to Ranger shift roles above or other Core shift roles.  For example, if you are a on a Dirt Ranger shift with a background in counseling, you are primarily a Dirt Ranger.  If you are currently on a Sanctuary shift, you are a Sanctuary volunteer.&lt;br /&gt;
&lt;br /&gt;
=== “Blue dots” ===&lt;br /&gt;
In previous years, Rangers with medical experience were called “Blue dots”.  Now, there is are on-call [[Beyond_the_Rangers:_other_Firefly_Cores_%26_Resources#First_Aid_Core |First Aid volunteers]] (formerly Medical) team.  Previously, First Aid sometimes still referred to themselves as “blue dots.”  If you have first aid/medical experience, you can volunteer for the First Aid Core - or you can just be a Ranger with additional experience.  When you are on your Ranger shift, let Khaki know--you might be dispatched to help with minor first aid or assist a First Aid staff.  If you are a blue dot at a scene, please defer to the judgement of the First Aid staff.&lt;br /&gt;
&lt;br /&gt;
=== “Green dots” ===&lt;br /&gt;
In previous years, Rangers who handled situations involving emotional stress were called “green dots”.  Currently, there is a stationary, staffed Sanctuary in the field that is a primary resource for participants in emotional distress. &lt;br /&gt;
Green dots are still Rangers who have additional experience and/or training in helping to hold space for participants who are undergoing any sort of emotional stress.  Every Dirt Ranger can handle any Green Dot situation at anytime—it&#039;s just that some Rangers called &amp;quot;Green Dots&amp;quot; have a bit more training and affinity for this area.   If you have this kind of training, let Khaki know.  You may be asked to help with a difficult situation or to help escort a participant to Sanctuary.&lt;br /&gt;

All returning Rangers must have taken full Ranger training (including Basic Ranger Skills [FKA Mediation 101]) or BRR twice total, at least once in the past 3 years.&lt;br /&gt;

Rangers who have 2 years of recent Rangering experience AND have taken training twice in the past 4 years are not required to take Basic Ranger Skills but are encouraged to take an advanced training module instead of Basic Ranger Skills.&lt;br /&gt;

== Inverted Pyramid: All Roles support the Dirt Rangers ==&lt;br /&gt;
&lt;br /&gt;
Dirt Rangers are the heart and soul of the Ranger Organization.  Dirt Rangers are our trained volunteers wandering the event and interacting with participants - all other Ranger roles support them.  The Ranger organizational structure can be thought of as an inverted pyramid, with Dirt Rangers at the TOP (along with Echelon), supported by Khaki (shift lead),  who is supported by the OOD (Officer of the Day). Everyone is supported by the Ranger Lead and Ranger XO. &lt;br /&gt;
&lt;br /&gt;
The final piece of this org chart is at the very bottom, supporting everything - the Firefly Ranger Council, comprised of each of the six Ranger Team Leads, the Ranger Lead, and the Ranger XO. Lastly, the Firefly Ranger Council is supported by the Firefly Community at Large.&lt;br /&gt;

We, the Firefly Rangers, are a volunteer organization dedicated to upholding the values of the Firefly Community*.&lt;br /&gt;

Rangers serve the Firefly community as non-confrontational mediators.  We work with participants to address disputes, to resolve or prevent potential safety concerns, and to assist in responding to medical, emotional, and personal safety emergencies.  Because our role derives from serving the participants, and Self-Reliance is a key principle of Firefly, Firefly Rangers will only assist the community when needed.&lt;br /&gt;
&lt;br /&gt;
In order to be readily on-hand whenever needed, Rangers maintain both a stationary presence at Firefly (“Ranger HQ”) and also roam the woods and field (“Dirt Rangers”).  Our presence throughout the event also enables Rangers to serve as interlocutors and help carry information among attendees and other Firefly volunteer organizations. &lt;br /&gt;

The Firefly Ranger Family shall include:&lt;br /&gt;

* &#039;&#039;&#039;Prospectives:&#039;&#039;&#039; Any community member who expresses an interest in becoming a Ranger.&lt;br /&gt;
* &#039;&#039;&#039;Alphas:&#039;&#039;&#039; Those who have successfully completed Ranger Training, but not yet their Alpha shift. (Note: if an Alpha Ranger is “bonked” that person is no longer considered an Alpha for that year, though may be encouraged to try again next year.)&lt;br /&gt;
* &#039;&#039;&#039;Active Rangers:&#039;&#039;&#039; Those Rangers in good standing who have successfully undergone training, passed evaluation, and Rangered at Firefly at any point in the last three years.&lt;br /&gt;
* &#039;&#039;&#039;Former Rangers:&#039;&#039;&#039; Those who have previously Rangered at Firefly, but not at any point in the last three years, or who simply wish to be considered so.&lt;br /&gt;
* &#039;&#039;&#039;Affiliated Rangers and Ranger Groups:&#039;&#039;&#039; Active members in good standing of affiliated ranger groups such as the Black Rock Rangers, Flipside Rangers, Soak Rangers, etc.&lt;br /&gt;

The Firefly Ranger Family shall not include any person who has been barred from the Firefly community or removed from the Firefly Rangers due to disciplinary proceedings/extraordinary circumstances.&lt;br /&gt;

Elections will held in January of each calendar year for a term which runs a bit more or less than a year, specifically until the following year’s election is held and the next Ranger Lead &amp;amp; Ranger XO are approved by the Firefly Board.&lt;br /&gt;

The outgoing Ranger Council will solicit nominations from the Rangers for the positions of Ranger Lead &amp;amp; Ranger XO. &lt;br /&gt;
&lt;br /&gt;
Rangers may self-nominate.  &lt;br /&gt;
&lt;br /&gt;
If a Ranger accepts a nomination for a position, they shall submit a brief description of their goals and plans.&lt;br /&gt;
&lt;br /&gt;
The Active Ranger membership will then vote among the nominees using &#039;&#039;&#039;approval voting&#039;&#039;&#039;. Each Active Ranger may submit a ballot voting “acceptable” or “not acceptable” independently for each nominee in each position.&lt;br /&gt;
&lt;br /&gt;
The nominees who receive the highest number of “acceptable” votes shall become the candidate for Ranger Lead or Ranger XO.&lt;br /&gt;
&lt;br /&gt;
The Firefly Board shall vote to approve the candidates for Ranger Lead &amp;amp; Ranger XO elected by the Ranger membership.  In the event the Firefly Board does not approve the candidate, the second highest vote-getter shall then be voted upon as the candidate for the position, and so on, until the Firefly Board approves a candidate.&lt;br /&gt;
&lt;br /&gt;
===Teams===&lt;br /&gt;
Membership on each of these teams shall be open to all Active Rangers.&lt;br /&gt;
&lt;br /&gt;
===Team Leads===&lt;br /&gt;
In February, each team will choose from among themselves a Team Lead using approval voting if necessary. Team Leads ensure their Ranger Team functions well, they will coordinate with other Team Leads, the Ranger XO &amp;amp; Ranger Lead, and they will sit on the Ranger Council. &lt;br /&gt;
&lt;br /&gt;
If a team is unable to choose a team lead who does not already have another lead position, the council may vote to allow a council member to take on that lead position, with the approval of that team.&lt;br /&gt;

===Ranger Council===&lt;br /&gt;
Comprised of the Ranger Lead, Ranger XO, and the Team Leads.  The Council will not have at-large positions.&lt;br /&gt;

The Ranger Council can form committees as needed for specific coordinated efforts, composed of any members of the Ranger Family.&lt;br /&gt;

If the Ranger Lead, the Ranger XO, or a Team Lead needs to voluntarily resign or step down mid-term, the Ranger Council will decide to either:&lt;br /&gt;
* Hold a special election from among the entire Ranger membership or the particular team, as appropriate (if time permits.)&lt;br /&gt;
* Appoint someone until the next scheduled election (if time does not permit.)&lt;br /&gt;
The Ranger Council may vote by majority to remove the Ranger Lead, Ranger XO, Team Lead, or a Team Member based on poor performance and/or complaints from other Rangers and/or Team Members.  In that case, the same procedures as outlined above shall be used for replacing the removed Ranger as necessary.&lt;br /&gt;
&lt;br /&gt;
= Un-Rangerly Behavior &amp;amp; Mediating Grievances =&lt;br /&gt;
Members of the community and Rangers alike can report incidents of un-Rangerly behavior to any member of the Ranger Council, and other groups which the Ranger Council may choose to designate (such as a Safety Circle or similar community organization dedicated to the oversight of Ranger behavior.)&lt;br /&gt;
&lt;br /&gt;
Un-Rangerly behavior shall include, but is not limited to:&lt;br /&gt;
* Harassment&lt;br /&gt;
* Violence&lt;br /&gt;
* Sexual misconduct&lt;br /&gt;
* Misusing community trust&lt;br /&gt;
* Failing to report an emergency&lt;br /&gt;
* Knowingly neglecting ranger responsibilities&lt;br /&gt;
* Being intoxicated on-duty&lt;br /&gt;
* Failing to keep the privacy of confidential information&lt;br /&gt;
&lt;br /&gt;
=== Procedures for addressing un-Rangerly behavior ===&lt;br /&gt;
* The Ranger in question will work with Ranger leadership (e.g. Khaki, Officer of the Day, Team Lead, Ranger XO, Ranger Lead) as appropriate to review the situation and determine the best course of action.&lt;br /&gt;
* The Ranger Council may also choose to hold a hearing to review the situation and determine the best course of action.&lt;br /&gt;

* The Ranger Council may vote (after a fair hearing) by majority to remove a Ranger permanently, and/or recommend further community action.&lt;br /&gt;
* A Ranger may also self-recommend consequences for their own un-rangerly behavior, subject to approval by the Ranger Lead, Ranger XO, or the Ranger Council.&lt;br /&gt;

=== Mediating Grievances ===&lt;br /&gt;
The re-organization committee strongly suggests that the future Ranger Council create a committee to develop a policy for how to mediate grievances among Rangers, and between Rangers and other participants.  This committee may also wish to consider additional procedures for how to address incidents of un-Rangerly behavior.&lt;br /&gt;

= Amendments to this Charter =&lt;br /&gt;
Amendments to this Charter requires a consensus of the Ranger Council.&lt;br /&gt;

It is recommended that this Charter be reviewed and amended annually at a minimum, and more often as needed.&lt;br /&gt;
